You should check if user who is logon to windows has permissions to write to following folder "<InboxRULES ROOT Folder>\actions\irsaprint\queue". If it doesn't help, tehnyou should check InboxRULES log file for more details ("<InboxRULES ROOT Folder>\logs\eng*.log" for Server Edition or "c:\Documents and Settings\All Users\Application Data\ORNIC\<InboxRULES ROOT Folder>\logs\rw*.log" for Rules Wizard Edition)

Actions are licensed per mailbox. Therefore you need to have 5 licenses (one license for each mailbox on which you will create a rule).
